High Court issues stay order on allotment of LIG houses in Dugri

Ludhiana : Bringing a sigh of relief to several 1984 anti-Sikh massacre victims, the Punjab and Haryana High Court has this week restrained the Punjab government from allotting or selling 85 low-income group (LIG) houses in 504 LIG, Dugri Phase-II of Ludhiana.

A division bench comprising Acting Chief Justice J S Khehar and Justice A K Mittal also issued notices to the Punjab state for November 30.

In its public interest litigation (PIL), the Danga Peerit Welfare Society in Ludhiana sought directions to the state government to allot the 85 LIG houses in 504 LIG Dugri Phase-II to only the pogrom victims.

Advocate Vikram Bali, counsel for the petitioner society, submitted that the society had learnt that the said LIG houses would not be allotted to the victims on the ground that these had not been included in the October 21 and December 2, 2008 Cabinet decisions.

The counsel further stated that this was being done despite the fact that the same houses had already been earmarked for allotment to pogrom-affected persons as per the decisions of the Punjab Government.

The petitioner further contended that for allotment of these houses, the state government had invited applications from the pogrom-affected persons or families in 2000 and that the applications had already been screened by committees constituted for the purpose.

Only the results of the interviews remained to be notified and the selected persons were issued allotment letters in terms of the August 30, 2001, decision taken at the level of the Chief Minister, the petitioner society added.

The society also prayed that the state be directed to faithfully implement the decisions taken on August 30, 2001, in the meeting presided over by the Chief Minister and attended by the representatives of the petitioner society.

As per the petition, there are about 30,000 pogrom-affected families in Punjab.

The petitioner society has been recognised by the State Government as the representative body of the November 1984 riot affected persons and in that capacity it has been associated by the state government in matters concerning the pogrom victims.
