Prof Bhullar's mother shames Badal,
system
Exposes
how Badal publicly demanded her son's release but told Supreme Court
he was a hardcore terrorist

Chandigarh:
In a scathing indictment of Indian establishment and the ruling
Akali Dal leadership which is never tired of calling itself the
protector of panthic interests, Upkar Kaur, wife of Balwant Singh
Bhullar, senior auditor in the fund and audit department of Punjab
who was picked up from his house and has been missing since, has
said she is being denied justice at the hands Badal-led government.
She said her
husband and brother-in-law Manjit Singh (the latter was a field
officer of National Bank for Agriculture and Rural Development) were
abducted by Sumedh Saini, the then SSP Chandigarh, in December 1991
and alongwith them a young boy namely Balwant Singh Multani (son of
Darshan Singh Multani, IAS officer of Punjab) were also taken in
custody.
All three were
brutally tortured in the police stations of
Chandigarh by
Sumedh Saini and his subordinate police officials and all the three
are missing since then. She said Saini suspected that in the attack
on him on August 29, 1991, Prof. Davinder Pal Singh Bhullar and his
associates had their hand. When Prof. Bhullar could not be traced,
Saini abducted his father and his maternal uncle (Masarh). The son
of Darshan Singh Multani IAS was taken in custody also on suspicion
of his involvement in the incident.
Prof. Davinder
Pal Singh Bhullar was tried for the said offence and was acquitted
by Sessions court at
Chandigarh and
all the three accused including Prof. Bhullar were acquitted on
1.12.2006.
The U.T.
Administration filed an appeal against the acquittal and the same
was upheld by the Division Bench of Punjab and Haryana High Court on
11.5.2007. But when the Bench found that certain individuals who
were proclaimed offenders had not been brought to the justice,
obtained the services of CBI and marked an CBI enquiry to know about
their whereabouts.
In the meantime
an application was moved by Darshan Singh Multani IAS, whose son
Balwant Singh Multani had gone missing after his abduction by Saini
and his associates. The Bench marked an enquiry to trace out the
whereabouts of the missing persons vide order dated 5.10.2007.
Later on vide order dated 6.11.2007, the court asked the CBI to
probe the case.
The CBI after
detailed investigation and examination of 70 witnesses registered an
FIR against Saini and other police officials on 3.7.2008. But it was
the State of Punjab which appealed against the move in the Supreme
Court and which without giving a hearing to us stayed the further
investigation in the matter vide order dated 11.7.2008 and the
matter is pending before the Supreme Court for final disposal for
27.3.2009.
Upkar Kaur has
now directly asked CM Badal and self-respecting Punjabis why her
family is being denied justice and why is the Akali Government is
siding with Sumedh Saini.
"You and other
Sikh political and religious leaders campaigned for release of
Davinder Pal Singh Bhullar who is undergoing death penalty and is
detained in Tihar Jail New Delhi, whereas now your government under
your guidance and supervision has filed an appeal before the Supreme
Court of India, challenging the order of the Punjab and Haryana High
Court, which had marked an CBI enquiry into the abduction and
elimination of the father and the maternal uncle of Davinder Pal
Singh Bhullar. In such circumstances do you still have the moral and
ethical courage to call yourself a Sikh leader?" she asked.
She also exposed
how the Badal government has termed Saini as a “decorated and
dedicated police officer” before the Supreme Court while Prof.
Davinder Pal Singh Bhullar was described as “hardcore and
experienced criminal and terrorist having well organised
international support base”.
"Were you and
the other religious and political Sikh leaders when supporting Prof.
Davinder Pal Singh Bhullar for granting him clemency, not aware of
the fact that Prof. Davinder Pal Singh Bhullar was accused of such
offences, which even though having political dimensions could be
called terrorist offences?" she asked.
Incidentally,
Saini, who is already facing charges of abduction and murder in the
case of killing of his close relatives of Saini Motors and has been
found to be prima facie involved in killing of the father and
maternal Uncle of Devinder Pal Singh Bhullar, was promoted by Badal
to the rank of ADGP and is known to be an officer close to the
Badals.
