Sukhbir talks of administrative reforms, but is he serious?

CHANDIGARH: Without much noise, Punjab's Administrative Reforms Commission chairman Pramod Kumar has submitted his periodical report again to the state government, though it is not clear with what level of seriousness will Deputy CM Sukhbir Singh Badal work to implement some of the key recommendations.

The report has pointed out many lacunae in service delivery, the wayward transfers and promotions in police, the leakages from many public benefit schemes, the reasons behind failure or less than adequate returns from the welfare schemes and a whole lot of other measures that can help tone up the administrative infrastructure.

For the record, Sukhbir has announced administrative reforms would be in place in the state in the coming months. "The working of every department was carefully studied and many outdated and unnecessary procedures are being changed in public interest. I am committed to a transparent government," he said. There is a section in the Akali Dal that thinks that since Sukhbir is a new age politician, he will help bring certain reforms, though most see him as a chip of the old block.

As part of the administrative reforms, land records are being computerised. Sukhbir said farmers had been suffering at the hands of corrupt revenue officials due to lack of transparency in land records. He said the task was gigantic and was opposed from certain quarters. "But we have been able to complete 75 per cent of the work. The total land records will be on the web by December 2010," he said.

Explaining the proposed Global Positioning System (GPS) in agriculture, he said that the state proposed to use the service in Gurmukhi to map out the total farm sector of the Punjab and help farmers in equitable distribution of resources. "The system will be unique as it will guide farmers in spraying, spreading, broad-acre tillage and seeding methods," Sukhbir said.

He said 31 Fard Kendars would be operational by Marchend and by December next year all 153 Fard Kendars would be at the service of farmers. He also stressed on making the registration of property hassle-free.
