They wrote suicide note on the
walls of their house, but guilty still free

AMRITSAR: In the
continuing saga of cases of illegal custodial deaths, a local cort
has summoned a retired IPS officer and former Amritsar SSP Kultar
Singh and a serving DSP Hardev Singh Boparai in a 2004 case where
five members of a family had committed suicide after leaving suicide
notes scribbled on the walls of their house.
The summons
asking the accused to appear before the court on February 25, 2010
came on the complaint of Punjab Human Rights Organization (PHRO)
headed by retired Punjab and Haryana High Court Judge, Justice Ajit
Singh Bains.
The family
members of Hardeep Singh, a resident of Moni Chowk, his wife Romy,
two sons Sanmeet and Imran and his mother Jaswant Kaur had committed
suicide on October 31 following harassment by police officers.
Later, apart
from the literal writing on the wall, more suicide notes were
recovered which had been sent to Hardeep’s friends Gurpreet Singh,
Harwinderjit Singh and former Congress MLA Harjinder Singh Thekedar.
“The police
deliberately and intentionally omitted the allegations against
Kultar made in the suicide note that had compelled them to commit
suicide. The matter came to the light and inquiry was on against the
SSP when the local police presented an incomplete challan in the
court without citing the role of Kultar Singh in the case,” stated
the complaint by the PHRO.
The police
officials including the then DIG (Border Range) Paramjit Singh Gill,
SP City-I PK Rai and DIG (Jalandhar Range) PS Sarao sought detailed
probe by senior police officials and the PHRO approached the then
DGP Punjab AA Siddiqui and IG (Lok Pal) Jaswinder Singh was
entrusted with the probe.
PHRO’s chief
investigator Sarbjit Singh had filed the complaint before the court
recently.
