Pb Govt avoiding bye-election to 4

CHANDIGARH: The
Punjab Government has been trying to avoid holding of elections to
the four seats of the SGPC which fell vacant because of the death of
the elected members in the last two years.
The Chief
Gurdwara Elections Commissioner Gurdev Singh has conceded that he
has repeatedly written to the state government to seek help in
holding of these bye elections but the state has avoided citing one
or the other reason. The four seats which fell vacant are Sardulgarh,
Samana, Khanna and Mukerian.
These were
vacated due to the deaths of Bibi Kashmir Kaur, Dr. Joginder Singh
Panjrath, Daya Singh and Kuldip Singh in the years 2005 and 2006. As
per the rules, any seat which falls vacant should be filled within
six months. The next general election to the House is due in July
2009 and anyone elected to one of the four seats will retain his
membership only till the time of general election.
So sad has been
the history of the SGPC elections that while the first elections
under the Punjab Reorganization Act 1966 were held in 1979, the
second such occasion was in 1996 and the third in 2004, clearly a
joke played in the name of Mini Parliament of Sikhs. The SGPC
general house elected in 1964 functioned till 1979.
