Singh Badal’s love affair with the man who led Operation Bluestar
from the front by agreeing to take over as Deputy Commissioner of
Amritsar
and facilitating the Indian Army’s attack on Akal Takht and Darbar
Sahib is just not ending. Even as the Sikh Nation marks the 25th
anniversary of Operation Bluestar, Badal’s gift to Punjab’s civil
society on this occasion was the appointment of Ramesh Inder Singh
as Chief Information Commissioner (CIC). R I Singh was appointed DC
of Amritsar in June 1984 after two other successive Deputy
Commissioners refused to sign orders to allow the army to attack the
Golden Temple. RI Singh reportedly agreed
to the action in
lieu of a promise that his cadre would be changed to
Punjab, a promise that the Indian state fulfilled within
hours. Shamelessly, CM Prakash Singh Badal repeatedly entrusted key
offices to RI Singh, first making him his PS to CM and then Chief
Secretary to
Punjab. Now that RI
Singh was to retire, Badal has found the perfect parking slot for
him by making him the CIC. It is also a comment on
Punjab’s and India’s
civil society that such actions go unprotested.
Meanwhile, Subodh
Chander Aggarwal, a 1975 batch IAS officer, has assumed charge as
Punjab’s new Chief Secretary.
